The rules that govern LKA Network allocations, disputes, and operations.

Allocation Policy

How LKA names are assigned, held, and transferred — designed around legitimate business identity, not speculation.

  • Allocations are free for verified Sri Lankan businesses.
  • One legitimate business identity maps to an LKA allocation.
  • Allocations are not speculative assets and may not be resold, brokered, or warehoused.
  • Historical allocation records are never silently erased.
  • Dormant allocations never automatically become available.
  • Reassignment requires a documented administrative decision with audit trail.
  • Disputed allocations cannot be reassigned while locked.

Eligibility Policy

Who can register an LKA name and what evidence is required during Phase 1 review.

  • Eligible applicants are legitimate Sri Lankan businesses (or organizations operating in Sri Lanka) that can provide verifiable registration or identity evidence.
  • Legal business name
  • Registration number when applicable
  • Supporting document upload (e.g. registration certificate)
  • Requested label and intended use
  • Anonymous allocation is prohibited.

Dispute Policy

How disputes protect established business identities from silent reassignment.

  • Phase 3 delivers the full dispute portal. From day one:
  • Allocations support dispute_lock and dns_lock.
  • While disputed, names cannot be reassigned and DNS may be frozen.
  • Evidence is immutable once submitted.
  • Administrative decisions require reason, actor, and audit event.

Privacy Policy

How LKA Network processes and protects your data.

  • LKA Network processes account, business, verification, and audit data to operate the registry.
  • Verification documents are stored in object storage, not in PostgreSQL rows.
  • Authentication secrets are hashed; API key secrets (Phase 2) are shown once.
  • Audit logs retain privileged action history.

Prohibited conduct and enforcement actions.

  • Impersonation and fraudulent documentation
  • Bulk speculative registrations
  • Confusing or deceptive business identifiers
  • Attempts to circumvent verification or DNS namespace isolation
  • Abuse reports are reviewed by registry administrators and may result in suspension or dormancy under policy.

  • Examples seeded in Phase 1: www, api, admin, portal, mail, police, gov, nic
  • Additional reserved names may be added by registry administrators.
